"Minis... Make sure the Green Country... Elphegort is destroyed."
―Princess Riliane[src]

Minis Stoup was the prime minister of the Kingdom of Lucifenia. Taking the position after the assassination of Prime Minister Genesia, Minis served under Queen Anne and later her successor, Princess Riliane. Unable to oppose Riliane's stubborn and whimsical personality, Minis struggled to maintain the government during her reign.

History[]

Early Life[]

Born into a noble family of the Kingdom of Lucifenia, Minis became part of the ministry and served under King Arth until his demise in late EC 491. In December of that year, when Minister Presi claimed Prime Minister Genesia and Queen Anne fabricated King Arth's will stating Alexiel was the successor, Minis laughed along with the other ministers until Presi presented another will, claiming Riliane was the true successor.[1]

Following Genesia's assassination and Presi's resulting death, Minis was selected as the new Prime Minister. Around this time, he became aware that Prince Alexiel, declared dead after an assassination attempt, had survived and was adopted by Leonhart Avadonia with the name of "Allen". Serving under Queen Anne over the following years, Minis maintained his position as the kingdom prospered.[2]

Fateful Days[]

After Anne's death in January, EC 499, Minis attended a meeting in the Hall of Sounds with the princess, witnessing her proclaim her birthright to rule the nation. Later that day, Mariam Phutapie told him that the Three Heroes had decided to have Prince Alexiel, now named "Allen," return as a servant at the royal palace to help reunite the broken family.[3]

The next day, Minis saw Elluka Clockworker in the Hall of Mirrors and learned she was planning to visit Elphegort to find an apprentice, refusing to accept his offer of an escort. She then teased him about "Allen's" arrival and, brushing her off, Minis reminded her to keep the boy's true identity secret.[4] After Elluka left, Minis passed on what he learned to Mariam.[3]

Reign of Evil[]

"Even though there's a famine going on, the palace's reserves are sufficient yet. We should divide it up among the people, but...Princess Riliane and Minister Minis don't agree with me on that at all."

As the year progressed, Minis served Princess Riliane's selfish desires, never opposing the tyrant for fear of losing his head.[2] While preparing for Riliane's fourteenth birthday and one-year anniversary that December, Minis joined Riliane in meeting with Leonhart Avadonia in the Hall of Sounds, listening to Leonhart as he argued for them to share the palace's food reserves with the people to compensate for the recent famine.

When Leonhart became outraged by Riliane's refusal, Minis cut him off and insisted they had no time to deal with the famine while they were preparing for Riliane's party. After Leonhart left, Minis nervously tried to soothe the enraged Riliane and confirmed her birthday invitation list with her. He then had the invitations written up and sent out.[5]

On December 27, Riliane's birthday, Minis attended her celebration that night and mingled with the various guests in the Hall of Mirrors. As Riliane's dessert, an enormous castle made of cake, was being prepared, Minis moved by the seated Riliane and briefly addressed the crowd. As the lavish dessert was brought out by the servants, Minis listed off its various ingredients to the awe of the guests.[2]

Sometime after the event, Minis attended an assembly where Riliane called for the execution of a politician in EC 500. Soon after their meeting concluded, Riliane summoned him again in the Hall of Sounds to complain about the poor quality of the food and her lacking one of her knives. As he apologized to her, Asan suddenly assailed them and Minis stood there trembling in fear while Allen dispatched the murderous servant.[6]

After the Kingdoms of Elphegort and Marlon sent aid to relieve the citizens' starvation, Minis was selected to act as their envoy and prepared gifts to present to each contributor, only to be rejected by Elphegort's representative, Keel Freezis. Once the ministers decided upon Allen visiting the nation instead, Minis passed his gifts along to the boy and traveled to the Marlon island, where he presented himself to King Kyle Marlon and Queen Dowager Prim. After offering them Lucifenia's gifts, he received in turn a gift from Prim to give to Elluka, a baby Ziz Tiama in a glass container.

Afterwards, when the matter of Riliane's impending marriage to Kyle was brought up, Kyle gave Minis a letter for the Princess, revealing he was rejecting her in favor of a green-haired maiden he met in Elphegort. With the letter, Minis returned to Lucifenia and reported the result of his trip to Riliane the next day. After giving Riliane Kyle's letter, Minis described to the furious Riliane what little he had heard from Kyle about his lover's identity.[7]

War and Revolution[]

"This isn't a big deal at all. Most of the rebellion's army is of the poorer class, the upper and middle classes haven't made a move. ...And when it comes to numbers we have the overwhelming advantage!"
―Minis to his constituents[src]

Less than a week later, Princess Riliane summoned Minis and ordered him to destroy Elphegort, demanding he send the armies to slaughter all of its green haired women. Shocked, Minis reasoned that the Lost Woods dividing them made a proper invasion impossible, only for Riliane to retort to burn the forest down. He then watched Elluka and the princess argue before Elluka left and Allen pursued her, trembling as he and Riliane were left alone. Soon after, Minis left and directed the army to burn down the forest and invade Elphegort as the princess commanded.[8]

After the Green Hunting was successful in killing Riliane's target, the assembly of ministers agreed to use the opportunity the war presented them and conquer Elphegort. During a ball one night, Minis was severely injured in an assassination attempt and became unable to attend to his duties while he recovered. When riots broke out in the Kingdom, Minis headed to a war meeting and, after seeing Allen eavesdropping, burst in to calm the panicking ministers. He reassured them all that the peasant revolutionaries would be overwhelmed by their mercenaries in Rolled and soldiers in Rollam once the troops in Elphegort returned.

During the war meeting the following week, Minis learned that Elphe locals were slowing the return of the troops in Elphegort. He also learned that Keel Freezis had instigated the merchants in Rollam into supporting the revolutionaries, calling for his arrest and execution. Hearing how Rolled was facing problems as well, Minis ordered for an emergency recall of troops from Retasan and the Babul Desert, as well as suggesting they petition Marlon for aid. A week later, Minis received reports that Rollam had fallen and Keel Freezis had escaped, as well as learning that the Retasan and Babul Desert soldiers had sustained heavy losses and Marlon had rejected their petition for aid.

The next week, he received word of the mercenaries' defeat at Rolled and the revolutionary army's approach toward the palace. As the situation described became increasingly hopeless, Minis broke down in hysterics. During the revolutionaries' invasion of the royal palace, he was found by the revolutionary leader, "Karchess", and allegedly resisted arrest before being killed.[9]

Afterlife[]

Following his death, Minis' soul was sent to the Heavenly Yard and remained there. In EC 999, he and the other souls were pulled back to the Third Period as the ground world merged with the Hellish Yard.[10] Afterward, he returned to his prime minister duties at the palace and helped with the preparations for Princess Riliane's dinner party in the Hall of Mirrors, even presenting Riliane's giant cake as he had once done in life.[11]

Minis was later put into a deep sleep by Sleep Princess' Gift, although eventually waking up and gathering with everyone else in the Hall of Sounds. As the group discussed the Tasan Party soldiers surrounding the palace, Minis advised them to wait and see what would happen before pointing out how the soldiers seemed to surpass them in both number and skill.[12]

Personality and Traits[]

"Minis! Is Minis here?"
"Yes! What is it you need, Your Majesty?"
―Princess Riliane and Minis[src]

Minis was an arrogant but weak-willed minister. Known best for his pleasing nature,[7] the Prime Minister always attempted to assist or satisfy Princess Riliane when called upon; although occasionally trying to timidly reason with her, he rarely disagreed with the princess out of fear of suffering her wrath.[13] Similarly, he addressed most nobles, members of the royal family, and the Three Heroes with a great amount of respect.[14] Because of this, he was considered reliable enough to handle diplomatic affairs and be aware of Allen's princely identity.[2] This pleasing nature was in part due to his cowardice, usually buckling under pressure and cowering when faced with a threat.[6]

Although timid, when presented with an emergency, Minis could become stern and take charge among the other ministers. He also held a certain degree of hubris in the power of the royal government he presided over, considering the lower class insignificant. Similarly, Minis treated Allen as a simple servant despite his being of royal blood.[9] Minis also looked up to his late father, looking to him for answers after cracking under the pressure of the revolution.[9]

Skills and Abilities[]

"That's right. When a problem occurs, everyone will follow her. Besides us, the only one who knows of Allen's true identity is the incompetent Minis."
"Even so, Lord Minis is the most familiar with politics."
―Elluka and Mariam[src]

Minis was a capable politician and an eloquent speaker, suitable for addressing large crowds.[2] He still, however, stuttered under pressure such as when serving the wrathful Riliane.[6] As Prime Minister, he was decent in managing the affairs of the state, though completely ineffective when confronted with Princess Riliane's will and considered incompetent by Allen.[2] As a profound pleaser, Minis was astute in diplomatic relations and was able to acquire rare gifts for foreign parties with ease, tailoring them to the receiver's personal interests.[7]

Because of his time under King Arth's rule, Minis was experienced with warfare, maintaining a calm nature at the start of the revolution and able to quickly strategize a method for combating the growing rebellion. However, because the minister's experience extended only to offense, his strategies were susceptible to sabotage, with Minis being disorganized in dealing with counter-offensives.[9]

Character Connections[]

Riliane Lucifen d'Autriche: Minis' employer. As the Prime Minister, Minis was obliged to attend to all of Riliane's orders; terrified of being executed by the petulant princess and often bullied by her, Minis served Riliane through the entirety of her reign and tried his best to keep her mollified. Despite this, he too was shocked by the severity of her cruelty, such as in ordering the Green Hunting.

Allen Avadonia: A fellow servant of Riliane. While regarding Allen as a nuisance at times, Minis tolerated him as any other servant. In addition, he held back from punishing the boy due to knowing his royal lineage, not even daring to actually touch the former prince.

Elluka Clockworker: A fellow employee of Riliane. While always treating Elluka with great respect due to her status as one of the Three Heroes, Minis would sometimes become annoyed by the mage's careless attitude, making sure to lecture her about confidential information.
